What We Do ~ Residential Programs


Paint Program
The Paint Program provides vouchers for free paint and prep supplies for qualified residents to paint the exterior of their home. To qualify you must meet the following guidelines:
  • Your total annual household income must meet the income guidelines listed below. (All incomes for household members 18 and over must be included)

  • Be the homeowner or tenant that lives in the house being painted. If the homeowner resides in the home being painted they must be the one that qualifies for the program. (For example, if the house being painted is a two or three-family home, and the homeowner occupies one of the units. He or she must be the one who applies and qualifies)
Program Availability: This program is offered annually May 1st-July 31st
Vouchers are issued on a first-come-first-served basis and subject to funding availability.


Energy Conservation Program
The Home Energy Conservation Program is a free program available to qualified residents that provides improvements to help improve your home’s energy efficiency. To qualify you must meet the following guidelines:
  • Your total annual household income must meet the income guidelines listed below. (All incomes for household members 18 & over must be included)

  • Both tenants and occupied homeowners that meet income guidelines are eligible to participate in this program.

Home Repair Incentive Grant
Rebates of up to $2,000 are available for exterior home repairs through the Home Repair Incentive Grant Program. To qualify for a rebate you must meet the following guidelines:

  • Must be the homeowner that resides in the property receiving the repairs
  • The Scope of repairs must be approved by Westown CDC before the work is completed. Repairs made prior to approval are not eligible for a rebate.

Home Improvement Loan Programs
It is the goal of Westown CDC to guide you to a loan program that best suits your needs. During your initial consultation, Westown CDC staff will present you with loan programs offered though agencies such as Neighborhood Housing Services of Greater Cleveland (NHS), Cleveland Action to Support Housing (CASH), Cuyahoga County and the City of Cleveland for you to compare programs to determine which product be suits your home improvement needs.


Home Vacant Properties
WCDC tracks all vacant and abandoned properties throughout the service area to make certain that they stay clean, secure and graffiti free. WCDC works with the City of Cleveland Department of Building and Housing to ensure that owners of these properties are held responsible for these properties and assists the City in getting violators into Housing Court, if necessary.

All vacant and abandoned properties are assessed for the possibility of rehabilitation. WCDC works to find appropriate parties to purchase and rehab these houses to return them back into productive, safe and occupied houses.

Vacant and abandoned homes detract from the value of the neighborhood and can be safety issues. If you believe that there is a vacant or abandoned home near you please report it to WCDC at 216.941.9262.



Residential Code Enforcement
WCDC is currently engaged with the City of Cleveland Department of Building and Housing in a new partnership that will allow us to address properties in all neighborhoods. We will be identifying vacant and abandoned homes as well as rental properties that are not appropriately cared for and maintained. WCDC will also be working with owner occupants to understand their responsibilities for maintaining their houses and to assist them to make necessary repairs.

Building and Housing codes are enforced to ensure that all residents have clean and safe residential areas. Violations may be cited by a City of Cleveland inspector.

The City of Cleveland requires all property owners to maintain their homes to minimum codes. These codes include making certain that the paint is not peeling or that the siding is attached. Porches must be maintained with no loose or broken boards and spindles or sides must be in good secure order. Steps must not be crumbling and should have appropriate hand rails.

All house and garage trim should be intact and not peeling. All doors and windows should have appropriate glass in them. Yards must be maintained with grass cut, bushes not obscuring walkways and no debris or garbage.

Owners are responsible for maintaining side walks and tree lawns. While sidewalks are for the public right of way each property owner is required to maintain their portion. Trees on the tree lawn while they may have been planted at some point by the City of Cleveland or other entity are still the sole responsibility of the owner. The only time that a tree will be pruned by another entity is if the tree interferes with the electrical lines.

Garbage cans may not be placed out for collection before noon the day prior to scheduled collection. Trash must be secured in appropriate cans or bags. Garbage cans need to be kept in an area that is not in the front of the house and should have appropriate lids.

All vehicles must be licensed if they are kept on the property and not in the garage. "Tarping" a vehicle that is unlicensed is not appropriate. All vehicles must be on hard surfaces that have gravel or paving. Parking on the grass is never appropriate in the City of Cleveland.
